Now you can delete the layer with the background in it, because you don't need it anymore, and your base should now look similar to this. If you don't have a background, create another layer, drag it below the one with your base body in it, and flood fill it with a background color (such as white).
	Draw an outline of a head similar to this one. Or, you can use other doll heads, such as a prep head or a paper doll head, provided they match the size of the body.
	Here is the completed head that I drew for the body. Then there are the bodies with a paper doll head on them.
